The LGA's Senior Management Team works with the Leadership Board to oversee the strategic operational objectives of the organisation


Mark Lloyd, Chief Executive

Mark Lloyd became Chief Executive of the Local Government Association in November 2015.  He brought to the LGA ten years experience as a Council Chief Executive (Cambridgeshire County Council from 2008 and Durham County Council from 2005). 

Mark is a Trustee of Arthur Rank Hospice Charity and a patron of the Whitehall Industry Group.

Mark has overall responsibility for 349 members of staff and a budget of £54.1m

Sarah Pickup, Deputy Chief Executive

Sarah previously worked for Hertfordshire County Council as Deputy Chief Executive with responsibility for corporate services as well as being the county's chief finance officer.

Until her appointment to this role in May 2013, Sarah was Director of Health & Community Services in Hertfordshire and had held this role since 2003.

Sarah was president of the Association of Directors of Adult Social Services (ADASS) in 2012/13, and prior to this fulfilled a number of roles for the association.

In 2014 she was awarded an OBE for services to social care

Sarah Pickup is responsible for 74 members of staff and a budget of £26.5m

David Holdstock, Director of Communications

David Holdstock joined the LGA in May 2012 as Director of Communications.

David comes with 20 years' experience of working in public sector communications, including local government and policing. He joined the LGA from the London Borough of Hillingdon and before that worked for Slough Borough Council and the Metropolitan Police Service. David has wide experience of crisis communications, working on high-profile events such as the Docklands bomb, Paddington rail disaster and funeral of Diana, Princess of Wales. He worked with the Foreign Office, helping develop police and Government communications in Bulgaria following the changes in Eastern Europe.

David is also judge for a number of professional communications awards and is a mentor on the Future Leaders programme. He was also UK Chairman of LGcommunications, the national body which represents council communicators between 2008 and 2012.

Dennis Skinner, Head of Improvement

Dennis Skinner has been Head of Improvement at the LGA since May 2011.  He is responsible for the LGA's improvement work including the peer challenge work, leadership training particularly for councillors, the LGA's productivity programme and the research and information team.

Before this he was a Regional Associate at the IDeA covering London and the East Of England

Dennis has over 30 years' experience working in local government across a range of services including corporate policy, equalities, regeneration and community safety, business planning and communications.

Ian Hughes, Head of Policy

Ian Hughes has been Head of Policy at the LGA since June 2015. He is responsible for the Association's work on Brexit and leads the LGA's policy work on "place" issues, including support to councils on devolution, housing, transport, planning, the environment and culture. He manages the Association's office in Brussels and its work with councils in Wales, Scotland and Northern Ireland. He joined the LGA in 2007.

Previously, Ian worked in local government, the civil service and in Brussels. He joined the LGA after being a senior civil servant in DCLG for three years. Before that he had senior management positions in both Southwark and Thurrock Councils where he managed a range of services and corporate functions. In the 1990s, he worked in Brussels, setting up and managing London local government's first representative office to the EU.

Ian was born and raised in North Wales and now lives in South-East London.

Sally Burlington, Head of Policy

Sally has had a wide ranging career in policy and strategy development in the Civil Service, particularly focusing on policies to tackle poverty and disadvantage. She spent 6 years in HM Treasury and a year at Kent County Council during which time she reviewed the council's procurement of social care and negotiated one of the first innovative Local Public Service Agreements with the Government. She was instrumental in developing the original Sure Start policy, and led work on the Social Exclusion Unit's Breaking the Cycle Report. From 2004-07 She led the secretariat for Sir Michael Lyons' Inquiry examining local government and how it is funded.
 
Sally joined DCSF in 2007 to lead on Children in Care and Adoption, including implementation of the Care Matters White Paper and the programme of reform to improve the experiences of looked after children. From 2010 until summer 2012 she led policy on Sure Start and Early Intervention the Department for Education.
 
Sally joined LGA in 2012 and led on policy for children and then adults. She is now Head of Policy for "people" issues, supporting the LGA's work and lobbying on children's issues, social care and health, fire, community safety and regulatory services.
