Supporting effective political leadership is part of the Highlighting Leadership offer from the LGA and forms part of our wider package of Sector-led Improvement; helping councils strengthen local accountability, monitor performance and drive improvement.
For new councillors in particular the Community Leadership Programme provides a number of resources to support politicians in their role as community leaders, facilitators and advocates. Offering a choice of different learning methods, the Community Leadership resources range from e-learning modules, self-guided workbooks and training events held at your council on topics such as induction, effective ward councillor, chairing skills and social media.

The Councillors' Guide
The LGA's annual Councillors' Guide provides wealth of information for newly-elected councillors.
The LGA has produced a series of distance learning materials, covering a number of topics, in the form of workbooks. The workbooks are aimed at all councillors and will be particularly useful to new councillors.
As part of the LGA's commitment to supporting effective political leadership, and as part of our Highlighting Political Leadership offer, there is a dedicated e learning platform to assist councillors with their development. Based on our community leadership resources, the modules have been established to help support and develop councillors ensuring our local politicians are confident and capable; well-equipped and well-supported to make a difference, deliver and be trusted.

Political skills framework
This toolkit for councillors provides a means of identifying and highlighting the key skills needed for the role. It provides a self -reflective review learning tool to identify areas of strength and those needing development.

Member Development Charter
The LGA has worked with regional employers organisations to establish and support the Member Development Charter. The charter signifies a commitment from an authority to introduce a policy that supports and encourages member development. All nine UK regions have signed up to the charter and increasing numbers of councils are pledging to introduce it for their members.
What is the Member Development Charter?
The Member Development Charter and Charter Plus exist to:
- encourage councils to develop an effective strategy or approach to councillor development
- recognise those councils that have developed an effective approach
- encourage councils to continue that development and share their experiences and learning.
As a first step councils are asked to commit to the Charter - to make a commitment to develop the necessary strategy and processes to support effective councillor development. Once achieved the Charter is held for three years during which time the council can use the charter symbol. At the end of this period there is a reassessment to ensure the council is still at least meeting the Charter requirements. At this point, if the council decides it has made sufficient progress, it could opt to be assessed for the Charter Plus award.
There are three essential criteria to achieving the Charter:
- There is a clear commitment to councillor development
- The Council has a strategic approach to councillor development
- Learning and development is effective in building capacity.
Within each of these there are a number elements and requirements to demonstrate that the criteria are being met. These do not dictate what should be in the strategy, the nature of the content or the delivery mechanisms that should be used. The emphasis is on ensuring that all councillors are appropriately developed and supported so that they can be effective in their roles.
