It may seem obvious that this is the approach that should be used in social care, but when it comes to designing a whole system that provides high quality services which are also cost effective, there are pressures to standardise care and to make assumptions about people who belong to certain groups.

Councillors can play an important role in ensuring that such stereotyping does not happen and that people who use services are treated holistically as individuals, despite financial and system pressures.
