Councils are ambitious for young people, wanting to boost participation and employment.

Our Hidden Talents programme explores what works in supporting young people and makes recommendations for reforming public services to better help more young people in a difficult financial climate.

Growth is encouraging but without public service reform we estimate one in three young people will be unemployed or underemployed in 2018. Young people want 2 billion more hours of work a week, but every individual has different circumstances and ambitions and every local economy offers unique opportunities and challenges.

Our analysis suggests the need for a more coherent locally responsive service offer built around those needs of young people and employers, rather than bureaucracies and institutions, can make most of young peoples' talents and the opportunities across places. We want to see a rewired public service offer for 14 to 24-year-olds that could ensure 95 per cent participation and halve youth unemployment by 2020."
