In 2006, the Government announced the 2007 Comprehensive Spending Review. The review, setting the spending envelope for 2008/09, 2009/10 and 2010/11, will take a zero-based approach to assessing the effectiveness of Departments' existing spending , examine the key long-term trends and challenges and look at how the public expenditure framework can best embed on-going efficiency improvements. The challenge is to ensure that Government provides sufficient resources to fund local and national pressures on local government.
