‘Our Community – our Covenant' - Providing local communities with the tools to deliver the Armed Forces Covenant

The Forces in Mind Trust (FiMT) and the Local Government Association (LGA) commissioned Shared Intelligence to carry out research into ways of improving the local delivery of the Armed Forces Covenant.


The research, which was supported by the Ministry of Defence, was commissioned in the context of concerns nationally that implementation of the Covenant locally and of local pledges flowing from the Covenant was inconsistent.

This report sets out:

  • findings in relation to awareness of and expectations flowing from the Covenant;
  • core findings on the delivery of the Covenant by councils and their partners at a local level;
  • conclusions in relation to the impact of the Covenant, ways in which its delivery could be improved and the role of the MoD in improving the delivery of the Covenant.

The aim of the report is to provide a resource for councils looking to ensure they are delivering their commitments under the Armed Forces Covenant.  The LGA will be reviewing the recommendations of the report and its proposed next steps.
