The Council Budgets, Spending and Saving Survey 2011 was conducted by the Local Government Association's Analysis and Research team for the LGA in March 2011. The survey was sent to Directors of Finance (or equivalent) in all local authorities in England in membership of the LGA.
Against the backdrop of the most severe local government finance settlement in living memory, and with councils finalising their budgets for 2011/12, the survey was conducted in order to establish as complete an evidence base as possible of the factual context in which budget decisions were being made.
An online survey was sent to 349 local authorities in England on 4th March and, at the close on 21st March 2011, 131 (38 per cent) had responded.
