In 2000, the Government published a national framework, ‘No Secrets', for councils with social services responsibilities, local NHS bodies, police forces and other partners to develop multi-agency codes of practice to prevent and investigate abuse.

The Safeguarding Vulnerable Groups Act (2006) will introduce a new vetting and barring scheme for those who work with children and vulnerable adults. The scheme is due for launch in autumn 2008 and will replace the current Protection of Vulnerable Adults (POVA) arrangements. The scheme will cover health and social care services.

The Social Care Institute for Excellence (SCIE) has produced a good practice guide to help employers make referrals to the POVA list. The aim is to improve referrals and increase the protection of vulnerable people by barring those who are unsuitable from working in social care.
