Children and Families Bill
The Children and Families Bill contains a range of provisions which span the responsibility of a number of Whitehall departments. Of particular interest to the LGA are the provisions for Special Educational Needs (SEN) reform, adoption reform and changes to the Family Justice System.
While the LGA welcomes many of the provisions in the Bill, particularly the intention to create a single system for SEN provision and proposals to speed up the court system, we have a number of concerns about proposed measures in the Bill.
Special Educational Needs (SEN)
- Where the Bill sets out the roles and responsibilities of a broad range of organisations for SEN provision, it does not go far enough regarding health bodies. We are also concerned that provision for 19 to 25-year-olds has not been made clear nor do the provisions contain clauses on transitional arrangements.
- We believe that the central consideration in any adoption decision must always be what is in the best interests of each individual child. The Government has recognised that many adoption services provide an excellent service and that the problems in adopter recruitment lie in the disincentives in the system, which deter councils from recruiting more adopters than they need in their local area. The LGA believes the power for the Secretary of State to remove councils from the recruitment and assessment of adopters is disproportionate, unnecessary and risky.
