The Local Government Earnings Survey 2011/12 provides paybill and average pay rate information for all local government employees (excluding teachers). Chief Executives and Chief Officers were included in the survey for the first time in 2011/12. Overall, 206 of the 375 local authorities in England and Wales responded (55 per cent).
The survey collects details of individual local government posts; the results presented below are based on around a million posts. This not only improves the quality of the data but enables us to produce robust estimates of pay by occupational groups.
The data were weighted and grossed to take into account non-response by region and type of authority.
The basic local government paybill in England and Wales (excluding teachers) was £23.9 billion for the financial year 2011/12.
The total gross paybill, which comprises the basic paybill plus all additional pay elements (which, for example, includes overtime, shift premium pay, bonus and incentive payments) was £24.9 billion.
The total gross paybill fell by 5.2 per cent (from £26.3 billion in 2010/11), a real terms fall of 9.7 per cent.
