Photo of Cllr Mehboob Khan I would like to welcome you to the first issue of the Police and Crime Commissioners' bulletin - an exclusive service from the Local Government Association (LGA) for prospective Police and Crime Commissioner (PCC) candidates in the lead up to the elections on 15 November 2012.

In each fortnightly issue we will give you access to a range of topical briefings focusing on key policing issues, views from partner organisations and a spotlight on regions around the country.

Tomorrow we are launching a prospectus which outlines our offer as the national representative body for police and crime commissioners. As a recipient of this first bulletin I am pleased to be able to give you an exclusive preview of this prospectus.

Last week's Queen's Speech set out a number of legislative issues of particular relevance to PCCs. These included the introduction of the Crime and Courts Bill, the draft Communications Data Bill and the Justice and Security Bill.

The Police Reform and Social Responsibility Act 2011 gives police and crime commissioners specific responsibilities in relation to safeguarding children. The LGA's lead officer on safeguarding, Cassi Harrison, looks at some of the implications for PCCs in the attached briefing.

Looking after the most vulnerable parts of society is an issue which straddles the public sector with local authorities, emergency services and the third sector all playing a crucial part. In this issue, Caroline Abrahams, AgeUK's Director of External Affairs tells us what she thinks are the most important issues for PCCs.

The strategic policing requirement (SPR) is a statement of the collective capabilities that police forces across England and Wales will be expected to have in place and will support police and crime commissioners in effectively balancing local and national priorities. Our briefing takes a look at what this means for PCCs.

Each fortnight, we will produce a briefing that provides a snapshot of key crime statistics, known PCC candidates and local authorities in specific regions.
