Police and Crime Commissioners' Bulletin 3 September 2012

Dear colleagues,

I hope you have had a good summer and are continuing to enjoy the festivities with the Paralympic Games taking place at the moment.

We have had a very busy summer here at the LGA. We have issued our guide on how police and crime panels might conduct confirmation hearings alongside an anti-social behaviour guide highlighting the experiences and learning from the call handling and case management trials in Cambridgeshire and South Wales; we were part of the group that successfully lobbied Lord Justice Goldring to issue revised guidance to allow magistrates to stand for election as police and crime commissioners and to sit on police and crime panels; and we continue to promote how councils can work with PCCs through our 101 ways list (on twitter #PCC101).

There has been a lot in the news recently about candidates who have stood down because they may have been involved in criminal misdemeanours in their youth. I wrote to the Policing Minister Nick Herbert in August to call for changes in the statutory provisions so as not to exclude suitable candidates (many of whom have decades of valuable skills, expertise, knowledge and experience) from being able to stand. I will update you on the progress we make.

As part of the LGA's work and research on PCCs we have developed a new survey so that we can better understand the priorities and background of PCC candidates. You should have received your survey via email on Friday 31 August but please contact pacca@local.gov.uk if you have not. We will of course share the results with you when the survey is complete.

I have caught up with a number of candidates over the summer and know that with just over two months until the election you are busy pulling together your manifestoes and campaigning in your communities. Do let me know if there are ways my colleagues or I might be able to assist.

Yours faithfully,
