Care and health contractors wanted

We are seeking a pool of talented and respected contractors to provide bespoke support to individual or groups of councils and their partner organisations across the Programme.


The Care and Health Improvement Programme (CHIP) provides support to councils in England for social care, integration and health and digital improvement, as well as supporting the Transforming Care programme for people with learning disabilities and/or autism. It is the sector-led improvement programme for care and health, co-produced and delivered by the Local Government Association (LGA) and the Association of Directors of Adult Social Services (ADASS) and funded by the Department of Health and Social Care.

We are seeking a pool of talented and respected contractors to provide bespoke support to individual or groups of councils and their partner organisations across the Programme. The work is almost always tailored to the needs of individual clients and can range from:

  • delivering a peer support or challenge session;
  • diagnostic to identify issues and solutions;
  • delivering an approved LGA methodology;
  • facilitating a workshop; or
  • researching and producing guidance or case studies.

We are looking for contractors to support us in the following areas:

Commissioning and markets

Providing strategic and operational commissioning and market management support, reviewing market strategies, enhancing relationships with providers and service users and co-production of services with other organisations, people who use services and carers.

Digital transformation and data sharing

Support may focus on all aspects of service design, assisting digital transformation in social care, enabling data sharing across health and social care, approaches to assistive technology including telecare and assisting councils in working with care providers to more effectively use digital and data.

Efficiency and sustainability

Support from financial and efficiency specialists to help councils to develop sustainable approaches to service delivery within reduced budgets, providing challenge and advice to support the development of efficiency plans and addressing areas identified as a particular local challenge.

Health and wellbeing boards

Supporting councils Leaders, Health and Wellbeing Chairs and clinical leaders to enhance the role of their Health and Wellbeing Board, consider opportunities to integrate services with health and to support health in all policies.

Integration

Bespoke facilitation support at local, sub-regional or regional levels to help local systems agree and implement BCF plans and/or local integration ambitions, and planning and delivering national programmes (BCF, ICSs, STPs) or developing integrated finances, commissioning and care models.

Safeguarding adults

Work with Leaders, senior managers and Safeguarding Adults Boards in the areas of improving safeguarding adults’ operational practice and strategic planning and embedding the Making Safeguarding Personal approach.

Delayed Transfer of Care

An understanding of the complex pressures involved in winter planning, year-round system resilience and national expectations for meeting challenging delayed transfers of care targets, recent, working knowledge of Care Act and Sitrep guidance in relation to counting and reporting delays, and a detailed technical understanding of the High Impact Change Model. Bespoke support to local systems to understand issues causing delayed in transfers of care, including both diagnostic support as well as implementing solutions.

Transforming care

Bespoke support to councils within Transforming Care Partnerships to shape their market shaping activity/commissioning support to ensure the availability of high quality care and support provision in the community, and support the delivery of finance plans that will enable the flow of funding to local authorities.
