Rugby Borough Council recognised that it needed to improve the commercial awareness and acumen of its key staff. The council was already delivering some services commercially but there needed to be a step change in the breadth and depth of our offer. By working with a commercial expert we wanted to help our managers and team leaders to understand how to think more commercially. This case study forms part of our productivity experts programme.

Following extensive scoping work for a locality working model for services delivered to children and families, Cheshire East appointed a skilled Change Manager from the LGA Productivity Experts Programme to co-design the model. This case study forms part of our productivity experts resource.

The East Riding of Yorkshire Council’s culture and customer service was looking for skills, capacity and expertise to review commercial operations, including income, pricing and marketing of a range of leisure and tourism services offered in the East Riding, with a focus on leisure, coastal and foreshores. The aim was to provide capacity in developing pricing and marketing strategies and to identify new income generating opportunities.

In response to a budget challenge that requires the Economic Regeneration (ER) service to become budget neutral to the authority, officers have worked with external consultants to identify options to commence and deliver commercial services. The programme provided a productivity expert to support Mendip District Council in enhancing its approach to commercialising service delivery and building capacity and resilience for the future. 

In December 2017 Cornwall Council underwent a corporate peer challenge which called for the organisation to embark on a ‘digital revolution’ to transform service delivery to customers.

The Dorset Councils Partnership needed to ensure that they were not only gaining best value from current commercial and income activities but investigating and investing into future possibilities and opportunities.

Peopletoo carried out an evaluation of Bristol City Council's targeted Early Help and commissioned services to assess the current model and offer an independent assessment of its effectiveness and value for money, while also considering further opportunities to provide a more joined up and cost effective approach. Support from the Productivity Experts Programme was secured to assist with the design and delivery of a new joint approach to regeneration and economic growth for the recently established shared Regeneration service of Lewes District Council and Eastbourne Borough Council.
