As part of our Department for Levelling Up, Housing and Communities (DHLUC) improvement support offer the LGA workforce team provides a virtual HR/OD service peer review.
The review seeks to help councils better understand their Human Resources /Organisational Development (HR/OD) team’s capacity and capability to deliver and provides insights into areas needed for improvement. The review follows the CIPD Professional Map focusing on a functional approach to HR Services.
The five-day process is as follows:
- one day to review councils plans and performance data following the council undertaking a self-assessment of its HR Function using the LGAs HR Maturity Matrix (CIPD)
- two days of on-line focus groups and interviews with the lead member/portfolio holder, trade unions, employee groups, line managers and front line staff as well as the HR Service Team.
- two days to review findings and produce the report which is produced as MS PowerPoint presentation slide deck.
- a feedback session sharing the report where we will develop a set of quick wins to help you tackle key issues along with providing the council with some longer-term recommendations for improvement.
Led by an experienced senior HR/OD manager, the review team will be assembled depending on the areas of specialism you would like reviewed.

Local Government HR Service Review (Maturity Matrix)
The LGA’s Human Resources Maturity Matrix is a tool to help a council review its HR Service. It is part of the LGA HR Peer review process but can be used as a standalone self-assessment tool.
