LGA consultation for NEOST response: school teachers pay 2020


The Government published the School Teachers Review Body’s (STRB) 30th report on the teachers pay award for 2020 on Tuesday 21 July 2020.

This page is designed to bring together all the information you might need in relation to this, and contains details for local authorities to inform the NEOST (National Employers Organisation for School Teachers) response. The LGA provides the secretariat for NEOST.

The Government has accepted the STRB’s recommendation in full.

  • Minimum of the MPR is increased by 5.5 per cent.
  • Maximum of the MPR and the minima and maxima of all other pay and allowance ranges for teachers and school leaders are uplifted by 2.75 per cent. 
  • These uplifts apply to all four regional pay bands. 
  • Advisory pay points are reintroduced on the MPR and UPR from September 2020.

The School Teachers Pay and Conditions document (STPCD) has to be laid before parliament, but first of all, the DfE consults.

Timetable for the consultation

DfE have set an eight-week period of consultation which commenced on 21 July and ends on 14 September 2020 during which statutory consultees (which includes NEOST) are invited to comment upon the:

  • Secretary of State’s response
  • revisions to the STPCD
  • on the 2020 pay order.

What we want local authorities to do now:

We want to hear your response to the teachers’ pay announcement and the STPCD.  We appreciate that the delayed announcement and publication of the draft STPCD means that we are seeking views to a small number questions during the school closure period, but that is beyond our control. To inform the NEOST response, we would like your views ASAP and no later than 18 August 2020.
