We act as the Secretariat for the Employers' Side of the Soulbury Committee. This was established in 1948 to provide voluntary collective bargaining machinery for Soulbury Officers who are advisory staff in children's services.
The Soulbury Committee covers approximately 4,500 staff as of December 2018 which includes:
- educational improvement professionals (previously advisers and inspectors)
- educational psychologists
- young people's/community service managers (previously youth and community service officers).

December 2023
The Soulbury Committee has reached agreements on pay awards for 2022 and 2023 which are as follows:
- an increase of £1925 on all pay points from 1 September 2022
- an increase of 4.04 per cent on all allowances from 1 September 2022
- an increase of 4 per cent on all pay points from 1 September 2023
- an increase of 3.88 per cent on all allowances from 1 September 2023
- structural changes to the Soulbury pay spines from 1 September 2023.

November 2023
The Employer's side has made a revised final offer to the Officers’ Side in response to the Officers’ Side’s pay and conditions claim for 2022 and a final pay offer for 2023.
December 2022
The Employer's Side has made a pay offer to the Soulbury Officers’ Side. Following consultation, the Officers’ Side has rejected this offer.

The Soulbury Committee has issued guidance on employment arrangements for trainee educational psychologists.
