Executive summary

The purpose of this guide is to build greater collaboration between councils and the voluntary, community, faith, and social enterprise (VCFSE) sector using the full flexibilities of the Procurement Act 2023 and the wider commissioning process.

Increasingly complex social and environmental challenges require this collaboration. No single organisation or resource can tackle these challenges alone. This guide has been commissioned by the National Council for Voluntary Organisations (NCVO), the Lloyds Bank Foundation for England and Wales, and the Local Government Association (LGA). 

We are very grateful for the work of Fiona Sheil, Julian Blake and Sally Hobbs in delivering this guide. We are also grateful for the valuable input of the members of the advisory group for this project as well as numerous other commissioning and procurement experts, drawn from across the VCFSE, local government and commissioning sectors.
