In January 2020, the Local Government Association, the Association of Colleges and Natspec commissioned acl consulting to undertake a review of arrangements for planning, commissioning, funding, and supporting provision for post-16 high needs students.

This is the final report from an independent research study into T Levels and industry placements in councils in England. The research was commissioned by the LGA and undertaken by York Consulting LLP between January and March 2023.

This report examines the relationship between councils and all early year settings - maintained, Private and Voluntary Institutions (PVIs) and childminders.
