In March 2015 the LGA wrote to local authorities (LAs) inviting them to complete an online self-assessment about their plans to prepare for the transfer of commissioning responsibilities for 0-5 year olds from NHS England to local government on 1 October 2015.

This resource pack is designed to help councillors understand what permanency is, the factors that can have an impact and the questions that will help to understand what’s working well and what could be improved.

This update highlights what the campaign has achieved over the past year but also, importantly, looks at where there is still more work to do.

Looking after and protecting children and young people isn’t just up to the lead member or director of children’s services – we need everyone looking out for our most vulnerable children and young people, and every councillor has a role to play in embedding the corporate parenting principles and doing all they can to support children in care to live meaningful and fulfilling lives. 

In October and November 2023, the Local Government Association sent an online survey to all councils providing children’s social care in England. The purpose of the survey was to assess the frequency and costs arising from high-cost children’s social care placements, as well as to explore reasons why the costs of certain placements are particularly high.
