The merging of Rother District Council's and Wealden District Council's Environmental Health departments took place in December 2012.

The challenge

To bring together the separate Environmental Health departments of Rother and Wealden District Councils to maximize resources while both Councils continue to function as separate local authorities.

The solution

The Environmental Health service is delivered for both Rother and Wealden District Councils by Rother DC. A quarterly recharge is made to Wealden DC. A partnership board compromising elected members and senior managers from both councils oversee the management and performance of the shared service. The democratically elected members of both councils make the decisions on policy for their councils.

The impact

Total savings £1.04 million 2012-2017

How is the new approach being sustained?

Everyone in the shared service is committed to the success of the project.

Lessons learned

Fundamental change is possible with agreement and hard work.
