Data shows us over and over again that children with SEND and their families face multiple disadvantage and are often not able to access services as easily as their peers. This can have a lasting impact on child and family outcomes.
Across the country local authorities, early years providers, charities, voluntary and community sector partners have been supporting children with SEND in ways that ensure inclusive delivery across the whole system as opposed to segregation and exclusion.
This toolkit aims to provide a range of case studies, resources, research and reading to support a number of key themes which collectively can support an inclusive approach to BSIL and FH delivery. Our hope is that local areas will take each of the themes and examples shared as a checklist of support for ensuring inclusion is central to all delivery.
At the time of writing the White Paper "Every child achieving and thriving" and Proposed SEND reforms consultation had been very recently launched and have been considered throughout but may of course change over time as policy and strategy evolve.
This toolkit has been put together through a series of conversations with partner agencies and local authorities who have contributed. A roundtable discussion, individual meetings, interviews and a webinar were held to collect the expertise shared here. The webinar in particular shares a number of experiences from local authorities and partners who took part.
