  • Council recognises the contribution made by thousands of both paid and unpaid carers in the City, who have supported family members and gone beyond and above throughout the pandemic.
  • Council expresses regret that the Conservative Government have denied unpaid carers a raise in the carer’s allowance, leaving this group financially vulnerable.
  • Council further notes that it is expected there will be a wide ranging number of socio-economic problems that arise from the pandemic and as the lockdown restrictions begin to ease.
  • Council anticipates that there will be widespread mental health, alcohol and substance misuse as well as domestic abuse problems as residents try to reintroduce themselves to a post-pandemic society.
  • Council acknowledges there needs to be a robust recovery plan in place that has been sufficiently tested and prepared for the post-lockdown era and accepts there is nothing in place now.
  • Council calls for a city-wide recovery plan in the shortest time possible. This must include measures to address mental health, alcohol and substance misuse and domestic abuse in all services concerned.
