Mayor of London’s Retrofit Accelerators

The two Retrofit Accelerators – Workplaces and Homes – are part of the Mayor’s Energy for Londoners programme which aims to make London’s homes warm, healthy and affordable, its workplaces more energy efficient, and to supply the capital with more local clean energy.


The Retrofit Accelerators deliver carbon and energy savings for Public Bodies across London (Central & Local Government, NHS, Not for Profits, Social Housing Providers) and can help them think smarter, take a more holistic and Public Body / borough-wide view and achieve much more. Taking a strategic view of your assets and how you futureproof them, is the best way to realise the widest and most impactful returns.

The challenge

Nearly all of London’s boroughs have declared a climate emergency but many lack defined plans needed to deliver significant carbon reductions while also improving peoples’ lives.

The Retrofit Accelerators offer fully-funded expert advice from start to finish, helping you build the business case, convince decision-makers, appoint best-in-class contractors and achieve your net zero aspirations. 

The impact (including cost savings/income generated if applicable)

The Workplaces programme has helped organisations all over London save £8m per annum on their energy bills.

The Homes programme is ready to start on site for its first projects in London with a growing pipeline of opportunities.

How is the new approach being sustained?

Both Retrofit Accelerators are jointly funded by the Greater London Authority and European Regional Development Fund.

The Homes programme delivery partners, led by global professional services company Turner & Townsend, include the pioneering Energiesprong UK and the Carbon Trust.

The Workplaces programme’s expert delivery team, also led by Turner & Townsend, includes the Carbon Trust and Ramboll.

Lessons learned

For more than ten years and across hundreds of successful (Workplaces) projects, we have learnt how to overcome the many financial, political and resourcing challenges and we now apply that deep knowledge to new, more ambitious plans at scale. This experience, combined with a broad programme approach, has been applied to the Homes programme to also deliver expert support to local authorities and housing associations.
