The 2023 annual PAS Chief Planners Conference was held on the 2nd and 3rd March 2023 at a time of key changes for the sector. The focus of the conference was on the planning reform agenda and the present challenges of local planning authority services. Presentations from the conference sessions are now available.

Following the Levelling Up and Regeneration Bill and the announcement of a strategic Nutrient Mitigation Scheme led by Natural England, we have updated our nutrient neutrality web page.
We have also added a Habitats Regulations briefing note for LPAs. This is intended to support decision-making by the local authority.

This latest version of the PAS Development Management Challenge Toolkit updates the original version that was prepared in 2015. It aims to provide a ‘health check’ for Planning Authorities and act as a simple way to develop an action plan for improvements to their Development Management service.
We provide high-quality help, advice, support and training on planning and service delivery to councils. We help local government officers and councillors stay effective and up to date. We have a ‘sector-led' improvement approach, where local authorities help each other to continuously improve.
