Members allowances scheme

The Constitution of the Local Government Association (LGA) allows the LGA Executive to establish a scheme of payments to councillors attending meetings and other approved duties of the LGA. In addition, and in the light of independent advice, it can make payments to LGA office-holders and other specified councillors in recognition of duties carried out on the LGA's behalf.

In June 1998, the LGA appointed an independent panel to establish a framework on which a scheme could be based. The organisation formally adopted the scheme, with the full support of all political parties represented in the LGA. The scheme was independently reviewed in 2004 to reflect changes to governance structures and the revised scheme came into effect from 1 August 2004.

A further independent review was commissioned by the LGA Executive in 2009 to reflect the direction set by the LGA Development strategy 'Getting Closer'. The new scheme, extended to include member appointments throughout the association, came into effect on 1 September 2009. 

The scheme was amended in 2010 to reflect the new governance structures agreed by the General Assembly on 6 July 2010.
