The Housing Advisers Programme (HAP) is run by the Local Government Association (LGA) and is intended to support councils seeking to innovate in meeting the housing needs of their communities. It aims to be simple, flexible and locally led.

This report outlines the results of an online survey of local authorities and the suppliers who provided the adviser support, conducted in early 2018 to capture their experiences of the programme at that point in time.

The Rural Homelessness Counts coalition, co-ordinated by English Rural Housing Association, the Local Government Association and the Centre for Homelessness Impact worked to establish a working group of local authority housing leads to identify emerging practice and develop new data-led solutions to rural rough sleeping.

Engaging and involving tenants is a core activity for council landlords and the LGA want to understand and highlight good practice, the challenges faced and any additional support required. Engagement, like housing, is under increased scrutiny across the sector presently, which is welcome and long overdue.
