Designated site details and development pressures 

Ashdown Forest is designated as an SPA and SAC due to the presence of a large contiguous area of open lowland heath and wooded habitat which in turn provides suitable habitat for a number of birds of European importance. 

Local plan details and best practice 

The Mid-Sussex District Council Local Plan was adopted in March 2018 (Mid Sussex District Plan 2014 – 2031, Adopted March 2018). Policy DP17 sets out measures to protect the SAC and SPA from the impacts of increased recreational disturbance and implement a recreational mitigation strategy which comprises the provision of both 

Suitable Alternative Natural Greenspace (SANG) sites and Strategic Access Management and Monitoring (SAMM). 

This policy provides clear links to the underpinning evidence base that supports the development of the mitigation strategy. It also uses clear spatial zones in the form of buffer zones and ZoI to aid decision making and communicate requirements for financial developer contributions.  It allows bespoke mitigation for larger sites and ensures mitigation is secured in perpetuity.
