On 25th July 2023 the Government published a consultation on proposals to make local plans (and minerals and waste plans) simpler, faster to prepare, and more accessible. As part of this consultation Chapter 13 includes proposals to pilot “Community Land Auctions” (CLAs). The consultation states that these will be a new and innovative method of identifying land for development in a local plan in a way that seeks to maximise the benefits to the local community and optimise land value capture.
CLAs are being introduced as a piloted measure through the Levelling Up and Regeneration Bill. The plan-making reforms consultation invited views on how government envisage the CLAs process would operate and the closing date for comments is 18th October 2023.
On the 12th September 2023 we held an online workshop with the Department of Levelling Up Housing and Communities (DLUHC) for Local Planning authorities who are interested in becoming CLA pilots. During the session we heard more about the proposals and in return officers fed back to them some initial views and responded to specific questions.
