Making sense of the infrastructure planning context

Planning and delivering infrastructure involves a wide range of organisations, strategies, and responsibilities at local, regional and national levels. This can make the infrastructure landscape difficult to navigate, especially when aligning Local Plans and Infrastructure Delivery Plans (IDPs) with wider priorities.


We have attempted to outline some of the key organisations involved in infrastructure planning, explain how their roles and strategies interact, and help clarify how different infrastructure planning processes fit together. We have focussed on how Local Plans and IDPs relate to national infrastructure policy and emerging Spatial Development Strategies (SDSs), and have also provided a guide to navigating different types of infrastructure planning routes.
