Andrew England details how Cornwall Council operate a cost recovery model and achieve an efficient service.

Cornwall Council operates a fast track householder team, dealing with circa 4,000 applications a year. They have achieved exceptionally high levels of casework per officer but have maintain staff morale and created a strong team ethic. The householder team operate on a cost recovery model and achieve an efficient service by operating an accredited agent's scheme and by carrying out desktop assessments where feasible, which saves on travel costs and officer time. The service has been well received by the customers. By targeting householder applications in a very efficient manner this has helped to free up resources for the larger schemes.
