It provides a high-level summary of results from all 353 English councils (100 per cent) that participated in the stocktake. The data presented in this report was collected from mid-June to early-September 2018.

The overall results show that the majority of councils achieved an amber rating, while a small number rated red and fewer were rated green. ‘Training and awareness of cybersecurity issues and arrangements’ received lower scores and therefore offer the greatest opportunity for further development and support. The higher scores in the ‘technology’ section show strong technical underpinnings for the sector as a whole, which provides a robust basis for continued cyber security improvements to be built on. Overall, the ‘partnerships’ section had higher scores than ‘leadership’ and ‘governance’, which indicates that, as a sector, partnerships are strong.
