Lancashire Constabulary and the Police and Crime Commissioner have been leading a programme of work since 2012 to drive change across public services in Lancashire, with a greater focus on early intervention. The organisations have argued that true crime prevention requires a different way of thinking about how the police work and how they work with partner agencies locally. They received £4.2m from the Home Office Police Innovation Fund in 2015/16 to implement radical changes to some aspects of local service delivery. They have also persuaded local partners of the importance of early intervention and involved operational staff in focus groups to help redesign services.
