Improving talent management to address recruitment and retention in skill shortage areas.
This year, the LGA is working in partnership with North East Regional Employers (NEREO) and Sunderland University to undertake research into talent management. The research report will look at the impactful practice of talent management and how it can help address recruitment and retention difficulties in skill shortages areas.
Talent management is a critical aspect of organisational effectiveness, particularly within the public sector where local councils play a pivotal role in delivering essential services to communities.
Led by NEREO and delivered by Sunderland University this national programme of academic research aims to explore and analyse talent management approaches within the local government sector.
The research, targeted at employees, seeks to identify challenges and progress made, and propose recommendations to enhance talent management strategies within local councils with a focus on skill shortages. The research will inform, and provide specific tools and resources to help councils improve their approaches to talent management.

Research deliverables
- A research report: A comprehensive research report detailing the research methodology, findings, analysis, and recommendations for academic and practitioner audiences.
- Academic publication: A peer-reviewed article submitted to academic journals in the fields of public administration, human resource management, and local government studies.
- An on-line webinar: To share the findings with the sector and disseminate the research outcomes.
- A policy brief: A summary of the key research findings and recommendations targeted at policymakers, local government practitioners, and relevant stakeholders.
- Talent management guidance, tools, and support materials: To create and pilot generic talent management materials, tools, templates, and guidance for local councils that could be applied locally, regionally, and nationally from March 2025.
The research will take place over the autumn with initial findings shared in January 2025 with the final outputs delivered by 31 March 2025.
