The LGA’s digitalisation framework offers three missions for local government, driven by six common enablers and guided by six good practice principles to support councils in meeting new digital challenges and maximising their digital efforts for the benefit of local people and communities.
Missions
Mission one – Digitally enabled councils that deliver inclusive services, led by digitally skilled staff leveraging data-driven, user-centric and effective digital technologies.
Mission two – Digitally empowered residents that thrive in a digital world, by providing equitable access to services, and maximising digital opportunities across the community.
Missions three – Digitally equipped places that support and foster a digitally connected, healthy and productive community, by creating and maintaining sustainable digital infrastructure.
Principles
Democratic: Ensure digital technology and data is used in ways that support resident participation, transparency and accountability in local decision-making processes.
Ethical: Apply ethical principles and values to the development, deployment and use of digital technology and data in the council.
Inclusive: Deliver services that are accessible and usable by everyone who needs them, regardless of ability, background or circumstance.
Sustainable: Ensure the environmental, social and economic impacts of digital technology and data are considered and minimised throughout their lifecycle in local government.
Cyber-resilient: Build the capacity of digital systems and services to withstand, adapt to and recover from cyber security threats and risks, ensuring continuity of essential council functions.
User-centric: Prioritise the needs, preferences and experiences of staff, residents, businesses and visitors when designing and delivering digital services.
Enablers
Data: Use data and analytics to inform effective decision-making, optimise service delivery and improve outcomes for local communities.
Connectivity: Support reliable and affordable access to digital infrastructure for all residents and businesses in the local area.
Leadership: Demonstrate vision, commitment and expertise in driving the adoption and use of digital technology and data, and ensure robust governance to manage accountability and risk, and align digital initiatives with strategic objectives.
Capability: Build skills, knowledge and resources within the council to effectively integrate, manage and leverage digital technology and data.
Collaboration: Work with other councils, public, private and community partners to share resources, expertise and best practices in digital technology and data.
Value: Ensure digital initiatives and investments deliver tangible benefits and value for money.
