Digital working in adult social care: What Good Looks Like

The Digital working in adult social care: What Good Looks Like (WGLL) framework brings together the needs of councils and care providers into one coherent piece of guidance to set out what good digital working looks like in adult social care.


The WGLL framework for adult social care was published in May 2023 by the Department of Health and Social Care (DHSC). 

It has been developed as part of NHS England and DHSC’s wider collection of 'What good looks like' guidance to support health and social care leaders with digital transformation. 

It is structured around seven success measures:

  • well led
  • ensure smart foundations
  • safe practice
  • support workforce
  • improve care
  • empower people
  • healthy populations

It provides a series of common goals for these organisations to work towards that will help achieve the vision set out in People at the Heart of Care. It is an aspirational framework designed to be used by councils and care providers of all sizes and types of service, including both Care Quality Commission registered and non-registered providers.

The guidance has been co-developed with the adult social care sector through a series of workshops and in-depth interviews, drawing on expert support from the Local Government Association and Association of Directors of Adult Social Services as Partners in Care and Health. The framework will be updated on an ongoing basis to ensure it continues to meet the needs of the sector in achieving our ambitions for digital transformation.

To support councils on their digital journey we have developed a self-assessment tool and support offer that utilise the WGLL framework.
