Care leavers and councils as employers

The LGA’s Care Leavers Support Programme aims to encourage more councils as employers to provide employment and training opportunities for care leavers.


Councils across the country have seen the number of young persons referred into the care system increasing every year. Care leavers are one of the most vulnerable group of people our communities and research has shown a young person leaving the care system will have negative outcomes compared to a young person not in care. 

Councils are developing new ways of supporting care leavers with training and Education, employment and long-term illnesses. They are setting up new initiatives like working alongside their local employers, other organisations to improve outcomes of care leavers in their community. 

Councils are recognising care leaver as being a protected characteristic and have signed up to the governments Care Leavers Covenant underpinning their long term commitment.

Care Leavers Support Programme – councils as employers 

The LGA’s Care Leavers Support Programme aims to encourage more councils as employers to provide employment and training opportunities for care leavers. The programme is undertaking research to share good practice in councils. The research aims to learn from councils who have successfully recruited and retained care leavers into council employment. The research will examples of good practice, identify any barriers and how they were overcome, and promote and share any success stories. A key part of our work is to create a facilitated network of practitioners to share progress and practice. 

Sharing practice through research and collaboration 

We will work with Council’s on a national basis to deliver three virtual roundtable discussions to provide opportunities to share practice, encourage collaboration and enable greater sharing of success.

Toolkit on recruiting and retaining care leavers 

As part of the programme of support we are working with councils and partner agencies to produce a recruitment and retention toolkit to help councils to employ care leavers. 

This toolkit is in development.
