The Local Government Earnings Survey 2013/14 provides paybill and average pay rate information for all local government employees (excluding teachers). Overall, 173 of the 375 local authorities in England and Wales responded (46 per cent).
The survey collects details of individual local government posts; the results presented below are based on around a million posts. This not only improves the quality of the data but enables us to produce robust estimates of pay by occupational groups.
The data were weighted and grossed to take into account non-response by region and type of authority.
Key findings
The basic local government paybill in England and Wales (excluding teachers) was £22.5 billion for the financial year 2013/14.
The total gross paybill, which comprises the basic paybill plus all additional pay elements (which, for example, includes overtime, shift premium pay, bonus and incentive payments) was £23.2 billion.
The total gross paybill increased by 0.2 per cent between 2012/13 and 2013/14, a real terms fall of 2.2 per cent.
