Regional review framework for SCCMR (9 October 2020)


The ask of regional colleagues as part of the SCCMR is to provide:

  • Regional Support – To help councils to complete their SAQ
  • Regional Overview – To provide regional perspective

1. Regional Support – To councils to complete their SAQ

Purpose

  • Support councils understand the process and requirements of the SAQ Support councils complete their SAQ to fully and clearly describe their local situation
  • Achieve consistency of approach to the SAQs submitted by each council in a region

Approach

  • Support workshops / webinars with DHSC – mainly at the start of this process
  • Conduit for queries and feedback during the process to LGA / ADASS / DHSC
  • Work with councils to help them complete the SAQ and provide any input, sense check or other support needed

Details

The deadline for submission of SAQ by each council is midnight on Wednesday 21 October

This should be a full and complete version, allowing for each region to receive the completed SAQs for all councils in their region

Regions will then have an opportunity to work with councils to review the SAQs. Where any changes are needed arrangements can be made for the individual SAQs to be unlocked, amended and resubmitted. Any substantial changes proposed to an SAQ will need to be flagged to ensure that they are reflected in the overall analysis.

Any changes must be completed and resubmitted by noon on Monday 2nd November, after which no further changes can be made.

2. Regional Overview – To provide regional perspective

Purpose

Describe activity and perspective above council level (e.g. region, sub-region, clusters) Content to focus on what is of greatest regional significance in terms of no. of councils affected and / or the scale of impact Make reference to council SAQs, wider regional approaches, knowledge and intelligence – not a commentary of each SAQ.

Approach

  • Introductory Statement – Similar to Exec Summary from Regional Lead / CHIA etc
  • Regional Picture – Proforma will be provided to support consistency. Will include:
  • Learning from Covid-19 – Key learning across the region since March 2020 Contingency approach – Actions and approaches taken across the region Overview of future market capacity – Expectations in region up to March 2021
  • Main risks and challenges – Regional view of provider stability / continuity of care

Detail

  • Deadline of noon on Monday 2 November, as with the final SAQ. A proforma giving further details about these requirements will be circulated to regions on Monday 12 October
