The pilot phase of the Leading Phases programme was launched across six areas in May 2016 and progressed within the context of increasingly complex demands falling on local public services and devolution to authorities across the country.
Under the guidance of independent facilitators from the Leadership Foundation for Higher Education, projects were delivered as part of the pilot phase in six areas. More information on each area’s theme and their progress to date, is provided on the pilot area pages below.
