The One Public Estate programme is pleased to announce that recruitment has launched for our Pool of Experts. We are looking for property specialists to join the Pool and support us to deliver our ambitious property-led programme creating economic growth, integrating public services and driving efficiency savings.
The Pool will provide OPE partnerships with capacity and professional capability to support project delivery where expertise may not be accessible locally or within timescales required. It will allow the programme to build a cohort of trusted individuals who understand the context of how One Public Estate works and can apply their expertise across a range of partnerships. This will mean we can better share learning across the programme. It can also save councils time and money by avoiding having to run their own procurement exercise for each piece of work.
We’re hoping to on-board the first cohort of Experts in time to support new and existing member partnerships who make successful Phase 6 applications, to be announced in early December. Partnerships will identify the need for an expert within their application and where they choose, support can be directly procured from the Pool of Experts by the programme, rather than awarding funds to the partnership to procure separately.

As part of the first phase of OPE’s Pool of Experts, we are looking for experts in:
- surveying (generalist, quantity and building)
- project management
- masterplanning
- feasibility
- options appraisal
The Pool of Experts will be managed through the Contingent Labour One (CL1) framework run by Cabinet Office’s delivery partner, Capita. Further information on the framework is available here. Job roles are live on CL1 and are attached here. To apply to join the Pool of Experts, you will need to sign up with one of the preferred suppliers on the CL1 framework (there are around 400 to choose from). You can then submit your CV via your preferred supplier. CVs will be sifted and if successful you will be invited to interview.
If you’re selected to join the Pool then we will work with you to match your availability to demand for support from One Public Estate partnerships. Please note that we aim to offer a selection of Experts for each task, with the final decision on who to appoint made by the partnerships themselves.
