“The conclusion of the two-year baselining period of inspection marks an important moment for councils’ adult social care teams. Councils have invested a significant amount of time, resource and energy into the assessment process.
“It is encouraging that the majority of councils have been assessed as ‘Good’ or ‘Outstanding’ in meeting their Care Act Part One duties. This is particularly notable given the ongoing and significant pressures facing councils.
“It is not easy for those councils receiving ‘Requires Improvement’ or ‘Inadequate’, but we know they are committed to using the assessment process to improve their services. The LGA and ADASS, through Partners in Care and Health, will continue to play an important role in sector-led improvement.
“While many councils found the assessment process a positive experience, concerns were raised about elements of the approach. Early indications are that CQC has listened carefully to feedback and is making subsequent changes to its methodology for the post-baselining assessment that will now follow. CQC must continue to work closely with local government to ensure regulation is consistent, fair and proportionate.
“Councils continue to work hard to ensure people receive safe and high-quality care. But, as set out in our ‘Care Where We Live’ report, sustained and predictable funding and infrastructure will be essential for the future of adult social care, if councils are to successfully meet growing demand, deliver on their duties under the Care Act and support people to live the independent lives they want to lead.”
