Enhancing productivity through employee support

We support councils to improve workforce productivity by helping them to assess their approaches to performance management and employee engagement.


Our support programme provides advice and guidance to help councils:

  • embed the right values and behaviours across the organisation
  • measure engagement
  • direct interventions.

The LGA provides two support offers to enhance a council’s approach to performance management and employee engagement.

The PACE Toolkit

This provides an overarching approach to performance management by helping councils to assess and align their vision/aims, resources/operating conditions and their people (capacity & capability). The offer includes access to an on-line toolkit and provides councils with on-site support to build capacity in HR teams to develop, review and embed behaviours and values. The Employment Deal Diagnostic (TEDD) Survey

The Employment Deal Diagnostic (TEDD) Survey or EVP as it previously called, is a diagnostic tool to help councils identify the right actions to take to improve engagement and improve performance. TEDD is a behavioural insight tool, which provides pulse surveys, a diagnostic dash board of HR metrics and a detailed report on engagement and performance and the linked behaviours.
