The core minimum data set for local government workforce capacity metrics is as follows:
- headcount and full-time equivalent (FTE) of employees
- average age of employees
- headcount in top three tiers of management
- agency worker headcount and FTE
- temporary employees' headcount and FTE
- average sickness days per employee
- headcount of leavers
- headcount of vacant posts.
Each have specific definitions to make data collection clear and consistent across councils.
The data is collected using a digital platform called InfiniStats. The system has been procured for councils and is provided to all regional employers in England and the LGA. Councils can get access to InfiniStats via their regional employer. There are already over 100 councils using the InfiniStats system. If you are already a user, you don’t need to do anything.
If you are not a user of InfiniStats currently, you will need to contact your regional employer’s organisation (see below) so they can set up a free account for you.
The data is entered into the InfiniStats system using an on the online form.
An Excel version of the data form is also provided, as some council use this to collect data locally before entering their data on the system. The council is required to enter the data online, even if they use the form to collect/aggregate the data fir
The data is collected annually.
You will be able to access reports and benchmarks by using the InfiniStats system. The LGA will produce an annual report based on all of the data provided each year. The data will also be added to LG Inform.
There are no costs for councils associated with using InfiniStats for the purposes of collecting and benchmarking these specific workforce capacity metrics (LGWCM). This data will be added to LG Inform and will be included in new benchmarking reports. The old LG Inform Workforce Benchmarking Club has now stopped and data will only be collected through regional employer’s organisations and InfiniStats.
