Workforce capacity metrics

A basic set of workforce metrics that will enable all local authorities to benchmark their workforce capacity relative to others.


The Local Government Workforce Capacity Metrics (LGWCM) is a national project between the LGA and National Association of Regional Employers (NARE). The project has produced an agreed minimum data set of workforce capacity metrics. The project aims to enhance a council’s approach to strategic decision-making on people management priorities, resources and investment based on a robust and validated set of local, regional and national data.

The objective of this work is to support all local authorities in England to improve how they consistently measure, understand and benchmark the capacity of their workforces to deliver services to their communities. Councils will be able to benchmark to other ‘like’ councils. The project hopes to identify better performing councils, which may allow other councils to spot opportunities for improvement and innovation.
