Transformation Innovation Exchange (TIEx) – Facilitated Transformation Challenge Reviews

The Transformation and Innovation Exchange (TIEx) self-assessment tool provides a comprehensive overview of your organisation's performance and can help you to identify areas of strength and areas where you need to develop.


Introduction

The Transformation and Innovation Exchange (TIEx) self-assessment tool provides a comprehensive overview of your organisation's performance across the characteristics of a high functioning local authority, allowing you to score your authority against key competencies and practices that are important for the delivery of successful local government transformation.

TIEx can help you to identify areas of strength and areas where you need to develop. This will help you to be intentional in your decision making, with signposted resources, including guidance and case studies, to help you plan, deliver and implement.

What is a Transformation Challenge Review?

MHCLG-funded and delivered to you, free of charge, by external facilitators from Local Partnerships the 'Transformation challenge review' is a set of workshops to help you to collaboratively agree your TIEx score, and to decide what you want to prioritise and focus your resources on. 

The output of a transformation challenge review will be a prioritised action plan to help you to improve how you deliver and implement your transformation programmes. The review will also provide an opportunity for colleagues from across the organisation to come together to share ideas, forge relationships and collaborate.

Participants

Participants will be expected to complete the self-assessment on their own at least five working days before the first workshop to allow time to review the output and prepare the workshop. Suggested members of the challenge team include;

HR representative To bring an understanding of the people and culture elements
Finance / resources representative To bring an understanding how savings are managed and monitored
Governance representative To help understand how decisions are made, and member views
IT/Digital/Data representative To understand how the council makes use of data and technology to enable transformation


Preparation

It is anticipated the process from will take around five to six weeks but some key areas to focus on before you start include;

  • Purpose and objectives - agree the purpose and your objectives for the work. Are you going to focus across the council or on just one service area?
  • Plan - it may be helpful to make a project plan to let people know key dates. 
  • Venue - decide if you want an in-person or virtual meeting. If in-person, make sure to book a room big enough for everyone to interact.
  • Kick-off meeting - you might find it helpful to hold a 30-minute meeting to explain the purpose of the work to your participants, and to give them instructions on how to complete the self-assessment.

Workshop format

The challenge will comprise of two half day sessions (one to two weeks apart) to agree a council wide TIEx self-assessment position and develop an action plan based on the discussions and consensus from the initial session.

Workshop 1: Challenge and prioritise 

  • Review of combined self-assessment
  • Section by section review of TIEX output to agree score
  • Consider for each section the indicative priority of this area to the council.

Workshop 2: Route forward

  • Review and prioritise
  • Look at the emerging actions and sort by priority
  • Test whether or not this prioritisation feels right.
  • Agree owners for each action.

Post challenge - next steps

Following the final workshop there may be additional discussions required to complete the action plan, but the key next steps will be to:

  • Agree and finalise your action plan with agreed lead officer and timelines for delivery.
  • Circulate final action plan with clear and agreed action owners, activities and timescales.
  • Gain approval from relevant governance structure – e.g., transformation board, a design authority or your senior leadership team.
  • Incorporate into existing plans and strategies.
  • Regular monitor and assessment of the action plan should be undertaken by the governance group.
