Headline recommendation
As detailed in a ministerial statement, the Secretary of State for Education accepted the School Teachers' Review Body (STRB’s) recommendations for the 2025 teacher pay award in full. The headline recommendation is to implement a pay award for school teachers and leaders of four per cent from September.
School funding 2025/26
- Schools will be expected to find approximately the first one per cent of pay awards through improved productivity and smarter spending.
- Beyond that first one per cent, the cost of this pay award will be covered by the additional funding to schools of £615 million, on top of funding increases already in schools’ budgets for this year.

The headline changes in addition to the proposed new pay values are:
- From 1 September 2026 the STPCD will include the requirement that Teaching and Learning Responsibility (TLR) payments for school teachers will be paid based on the proportion of responsibility the teacher carries out, rather than their contracted hours.
- The STPCD 2025 has been updated to reference that employers should aim to support flexible working requests where operationally feasible.
National Employers' Organisation for School Teachers (NEOST)
NEOST is the statutory recognised national employer representative body for school teachers. The LGA provides the Secretariat to NEOST, which represents education authorities and other employers of school teachers in maintained schools in England and Wales.
