The PCA 2017 amends the Fire and Rescue Services Act 2004 (FRSA 2004) to enable Police and Crime Commissioners (PCCs) to take on governance of their local fire and rescue service (FRS) through the creation of new PCC-style Fire and Rescue Authorities (FRA). The PCA 2017 also defines opportunities for closer working across emergency services through a new statutory duty for blue light services collaboration, and makes provision for PCCs to be represented on their local FRA.
