The Housing Advisers Programme (HAP) is run by the Local Government Association (LGA) and is intended to support councils seeking to innovate in meeting the housing needs of their communities. It aims to be simple, flexible and locally led.

This report looks at how combined authorities have used their powers, resources and partnerships to achieve enhanced outcomes in housing and planning and how they are working with their constituent authorities to deliver these.

The LGA believes it is well-placed to develop a sector-led offer that can help councils to deliver the new homes that their communities need.

This report outlines the results of an online survey of local authorities and the suppliers who provided the adviser support, conducted in early 2018 to capture their experiences of the programme at that point in time.

We hope the case studies included in this publication provide inspiration to all those with a shared interest in ensuring that the aspirations and needs of people and communities are at the centre of our collective efforts to deliver new, high quality development.

At the LGA Annual Conference in July 2016 we published the preliminary findings from the commission. Since then, we have been impressed and proud of the work underway in the sector, and encouraged by the initial response from the Government.
