Hampshire County Council has adopted a new targeted approach to improving recycling behaviours. Aiming to wake people up from their recycling habits, a combination of digital and offline tactics were delivered across three pilots, including a pledge tool, bin wraps and volunteer outreach. Digital click-through rates reached six per cent, and the majority surveyed reported changing their recycling behaviours as a result of what they had seen. Additionally, contamination fell by four per cent in one pilot.

Timesage is a commercial brand for Melton Borough Council. The initial aim was to develop a pilot with a view to providing chargeable services to local people using a monthly subscription payment model. The pilot period was used to extend our lifeline services to support more independent living but we also have plans moving forward for leisure activity packages. Peopletoo carried out an evaluation of Bristol City Council's targeted Early Help and commissioned services to assess the current model and offer an independent assessment of its effectiveness and value for money, while also considering further opportunities to provide a more joined up and cost effective approach. The assignment was to review the planning (development management) and enforcement service, advise on best practice, the potential for productivity gains and any other improvements that could be made to realise efficiency gains – in order that these could be embedded within any new managerial approach or operational structure adopted within the service. 

This would help to make them more sustainable services in an economy where budgets are ever becoming tighter. It would also help regulatory services to become better integrated with wider economic development activities and make an even stronger contribution towards business growth.
