Oldham Council undertook research on the needs of local areas, mapping how citizens currently interact with services and what their concerns are, to develop a stronger understanding of what motivates different residents to behave in various ways. The project undertook research on the needs of local areas, mapping how citizens currently interact with services and what their concerns are, to develop a stronger understanding of what motivates different residents to behave in various ways.

The key learning shows staff need to switch their frame of reference and conversations with parents to family circumstances and challenges and aspirations, rather than on the range of services that the children's centres provide. This approach has been embedded in the ‘early years entitlement model', but also informally in the way staff interact with parents on a daily basis.
